Flexibility

Those that run fast are able to create tons of force from stretching and contracting muscles.  If you can't stretch a muscle then you can't get very much power out of it.  Flexibility allows you to gain this power and get a greater stretch shortening cycle reaction.  This is best increased at the end of workouts when key muscle groups are targeted and isolated.
